The Tax Claim page says the bureau conducts tax sales under Pennsylvania Real Estate Tax Sale Law and does not sell tax liens, maintain a mailing list, or accept bids over the Internet. The Unpaid Taxes page says unpaid taxes are returned to tax claim January 15, interest begins February 1, notices are sent by certified mail, delinquent taxes may be paid online, and unpaid claims become absolute the next January 1.
