Deposit the Will
A person with custody of a will must deliver it to the probate court or person able to secure probate within thirty days after learning of the death. (S.C. Code Section 62-2-901)
Creditor claim window
Creditors generally have 8 months from decedent death, with publication and mailed-notice rules that can shorten specific claim deadlines to bring claims against the estate. (S.C. Code Section 62-3-803)

The Treasurer page lists Carolina Richardson as Treasurer, 13 East Canal Street, Sumter, SC 29150, phone 803-436-2213, fax 803-436-2469, and Monday-Friday 8:30 a.m.-5 p.m. hours. The Treasurer page says the office collects taxes including Department of Motor Vehicle fees, receives and disburses county and school funds, coordinates with the Auditor and Assessor, links the online tax payment page, and accepts phone payments through 864-253-8701. The Treasurer and Pay Taxes pages say real property taxes are paid one year in arrears, notices are issued each October and payable by January 15 without penalty, penalties are added after January 15, February 1, and March 16, and online property taxes may not reflect added penalties or other fees. The Treasurer and Pay Taxes pages say personal property taxes are paid one year in advance to obtain a license tag, with a dealer-tag exception that can create taxes due within 120 days, and that the Treasurer works with South Carolina online systems for plate renewal. The Auditor page says the office prepares and lists taxable real and personal property, administers motor vehicle assessment and tax, processes vehicle-tax tag refunds, takes Homestead Exemption applications, receives annual local personal-property returns from January 1 through April 30, and maintains a separate motor vehicle duplicate. The QPay portal supports vehicle, real estate, personal, watercraft, and all-tax searches by payment status, tax year, notice number, map number, owner name, Tax ID, or property address. The Delinquent Tax page says bidder registration for the 2026 Tax Sale is open until February 20, 2026, and that all real and mobile home taxes must be paid by 5 p.m. on March 6, 2026, to avoid being sold at the Delinquent Tax Sale on March 9, 2026. Treat the Treasurer, Pay Taxes, Delinquent Tax, Auditor, and QPay records as source aids, not certified tax-status, lien-priority, DMV, decal, payment-posting, payoff, title, or full-history evidence.

TOD Beneficiary Transfer

SCDMV says a TOD beneficiary cannot be added when ownership is an AND relationship.
Personal Representative Title Transfer

- Certified death certificate if requested
SCDMV says the Probate Court determines the way forward when the heir is not on the title and court documents identify a new owner.

The $45,000 small-estate threshold and 30-day waiting period apply. SCDMV limitation: the affidavit can only retitle in the name of the person the Probate Court appoints, not directly to a third-party buyer.

Fees
SCDMV fees page lists a $15 title fee and $35 expedited title fee. Registration fees vary; the $40 regular passenger figure in repo applies to a moving-to-SC scenario and may not represent estate-transfer registration costs. Verify current fees for the exact transaction.
Small-estate vehicle transfer
A Small Estate Affidavit from Probate Court may be used after 30 days when the qualifying personal property value does not exceed $45,000 (S.C. Code Section 62-3-1201). SCDMV limitation: the affidavit only allows title in the name of the person appointed by Probate Court and does not allow that person to directly sign the title to another person.

SCDMV says it generally does not interpret or accept wills for vehicle titles, and Probate Court determines whether a will is legal and can be used to transfer ownership. County vehicle tax portals and treasurer receipts are payment or registration-support sources, not DMV title proof by themselves.
